Reg 227 - Application for Duplicate Or Paperless Title

The Reg 227 is a DMV Form which has three main uses:

- Duplicate Title:  To order replacement of Title; if lost, stolen or Destroyed.

- Paperless Title Certification : Only used by electronic Lien/Titling (ELT) program participants (bank/finance company) that receive electronic ownership records in lieu of paper titles.

- Transfer of Title with Duplicate Title or Paperless Title

Section To Complete for Each Usage:

When you are in need of a Duplicate Certificate Title legal or registered owner will need to fill out sections Number 1-3 of this form (Section 2 is not needed unless there is a Lien holder or Title Holder on vehicle).

When should you complete Paperless Title Certification fields? You should not complete this portion of the form as it is only used by Electronic Lien or Titling (ELT) program participants (bank/finance company).

- Electronic Lien or Titling (ELT) will fill out sections Number 1-3 of this form.

When a vehicle is being transferred with a Duplicate Title, the Seller needs to complete sections 1-4 (Section 2 is not needed unless there is a Lien holder or Title Holder on vehicle). The new owner will need to complete sections 6 (If there is a lien holder they will need to fill out section 7).

When a vehicle is being transferred with a Paperless Title (Meaning there is NO physical title), the seller will need to complete section 1-4 (Section 2 is not needed unless there is a Lien holder or Title Holder on vehicle). The new owner will need to complete section 6 (If there is a lien holder they will need to fill out section 7).
